Basic pluto with IKEv2 using PSK on the initiator (west), and on the responder.

This is to verify we can use SHA2_256 and AES for IKE, specifically ike=aes128-sha2_256

Additionally, it uses "sha2" on east and sha2_256" on west to test if the "sha2" alias
works properly.
