Basic pluto with IKEv2 using PSK on the responder (west), and Racoon2 on
the initiator (east).

This is the reverse test of interop-ikev2-racoon-02

NOTE: racoon2 reads the psk file as binary, so the secret file needs to
be created using "echo -n "secret" > psk/test.psk. You cannot use cat or vi
